Kimberly Jade recalls her 18th birthday with a mixture of emotions. ''When kids in care turn 18 they often have nothing to celebrate,'' she says. ''Your support ends and you can feel abandoned and it replicates what you went through when you were younger.'' This issue will be highlighted with the release of a report today that finds people leaving state care in NSW aged 18 are much less likely than those in other states to have a written plan that covers their needs as they make the transition to independence, even though this is a legal requirement. In the year after leaving care, up to one-third become homeless, according to Create Foundation, an advocacy group for children in care.
